Retiring to Italy from the United Kingdom
Post-Brexit, the route is longer — but well marked.
British retirees have been settling in Italy for decades, and Brexit changed the paperwork rather than the destination. What used to be a registration exercise is now a visa process — but the UK keeps a few genuine advantages that Americans and Canadians do not have.
Residency: no retiree shortcut, one clear route
Since Brexit, UK nationals are non-EU citizens in Italy. Until you hold Italian residence, the 90-days-in-180 rule applies — you cannot live in Italy on visitor status, and border guards now count. For most pensioners the route is the same Elective Residence visa Americans use, applied for through the Italian consulates in London, Manchester, or Edinburgh, with proof of passive income. The full sequence is here.
The S1: the UK's healthcare trump card
If you receive a UK State Pension, you will normally qualify for an S1 form: the UK funds your access to Italy's public health system instead of you paying the voluntary registration contribution most other non-EU retirees pay. Two conditions matter:
- The S1 must be registered with your local ASL — the form in a drawer is not coverage.
- A permanent move ends your automatic NHS access back home. Returning “for treatment” stops being a plan.
How the whole healthcare transition works.
Your pension still rises in Italy
Unlike British pensioners in Canada, Australia, or much of the world — where the state pension freezes at the rate first paid — UK State Pensions in Italy continue to receive the annual uprating, because Italy is in the EEA. It is one of the few financial decisions the UK government made easy for you: your pension in Italy behaves as it would in Britain.
Tax: one system swaps for another
The UK–Italy double taxation treaty decides which country taxes which pension — in outline, UK government-service pensions stay taxable in the UK, while the state pension and most private pensions follow you to Italy. Unlike Americans, you stop filing at home once you are properly non-resident — but the split-year you move in needs care, and UK tax wrappers change meaning abroad: ISAs keep their investments but lose their UK tax shelter once you leave. A cross-border accountant for the transition year is money well spent.
Sterling in, euros out
The pound-euro rate has moved by double-digit percentages within single years. A pension that comfortably funds a Tuscan budget at one rate can feel tight at another. Fix the exchange assumption conservatively in your plan, and use a specialist transfer service rather than a high-street bank wire for the regular move of money.
The British version of the feasibility question is usually about sequencing: visa first, then the S1 registration, then the tax split-year — in that order, with no gaps. Get the order right and the route is smooth.
