Sulmona, Chieti, the hill towns of the Majella foothills, and a coast half an hour from the mountains: Abruzzo is where budget-minded retirees land when Tuscany prices them out. It is less discovered, less polished, and considerably cheaper — and a growing number of American, British, and Canadian retirees have figured that out.
Towns retirees shortlist
Pescara is the practical city — airport, hospitals, beach. Chieti offers hill-city living with a university hospital next door. Sulmona and the smaller inland towns are where prices drop hard and daily Italian becomes unavoidable. The choice between coast and interior changes both your winter and your budget.
What it costs, honestly
- Among the lowest housing costs in central-southern Italy: habitable village houses and town apartments at prices that disappeared from Tuscany years ago.
- Most inland towns fall under 30,000 residents and qualify for the 7% flat-tax regime on foreign pensions — Abruzzo is core territory for it.
- Heating is a real line item: inland Abruzzo has genuine winters, and old stone houses are expensive to warm.
Healthcare access
Pescara and Chieti have the main hospitals; L'Aquila covers the interior. From smaller towns you drive to specialists, and English-speaking doctors are rare outside the cities. If healthcare proximity drives your decision, the Chieti-Pescara corridor is the honest answer.
Day to day
Life runs on local terms: markets, festas, and comune offices where English gets you nowhere and patience gets you far. Rome is two hours away — close enough for airports and specialist care, far enough that this does not feel like Rome. A car is essential inland.
Who this fits
Retirees on real budgets who want mountains and sea, are happy driving, and want the 7% regime to do serious work for them.
Worth knowing: Abruzzo is earthquake country — L'Aquila 2009 is living memory. Check a building's seismic history and retrofit status before you buy, and do not let a low price answer that question for you.
